Why Portugal Citizenship is Gaining Popularity?

Portugal Citizenship

Portugal Golden Visa benefits include residence rights, short-stay Schengen travel and options for eligible family members. For investors planning a European base, the appeal is practical: flexibility today and the possibility of longer-term settlement. But residency and citizenship follow different rules, and Portugal changed its nationality law in May 2026. Through AAA Associates’ Portugal Golden Visa service, you can discuss your investment options and family plans. This guide explains the benefits, costs and citizenship requirements to consider before completing AAA’s residency assessment form.

Does Portugal offer citizenship by investment

Portugal’s Golden Visa, formally the Residence Permit for Investment Activity or ARI, is a residency-by-investment program. It does not award citizenship in exchange for an investment. Successful applicants receive a renewable residence permit; any later naturalization application must meet Portugal’s nationality law.

That distinction matters when comparing Portugal with a direct citizenship program. Start by deciding whether your priority is a Portuguese residence option, a move with your family or eventual citizenship.

What changed in Portugal citizenship rules in 2026

Portugal’s Ministry of Justice update on the nationality law confirms changes effective from 19 May 2026. For the ordinary residence-based naturalization route, the minimum legal residence period is now seven years for nationals of Portuguese-speaking countries or EU member states, and ten years for nationals of other countries.

Applicant category Residence period for ordinary naturalization
Nationals of Portuguese-speaking countries or EU member states At least 7 years
Nationals of other countries At least 10 years

The changes also strengthen requirements concerning language and civic knowledge, democratic principles, security and the ability to support yourself. The Ministry states that pending nationality applications remain governed by the previous wording. Do not assume a pending Golden Visa application gives the same protection: the two procedures are different.

For a new investor, a five-year passport promise is therefore unsuitable. Have a Portuguese nationality lawyer confirm the applicable rules and residence calculation for your case. Meeting a minimum period allows an eligible application; it does not mean a passport is issued on that anniversary.

Why investors consider Portugal

A residence option without immediate full relocation

For someone managing a business or career abroad, the physical presence requirement can influence the decision as much as the investment amount.

AIMA’s official Golden Visa FAQs specify seven days in the first year and fourteen days in subsequent two-year periods, subject to the applicable rules. Renewal also requires evidence that the relevant conditions continue to be met, including investment maintenance where applicable.

This flexibility still needs planning. Keep reliable travel records and allow time for appointments, documents and renewals. A limited stay requirement does not make the process automatic.

Family planning alongside the main investment

Family reunification is another reason to consider the route. AIMA’s ARI family guidance lists categories including a spouse, minor children, certain dependent adult children and dependent parents. Adult-child cases carry conditions concerning age, dependency, marital status and study.

Your family may not need a separate qualifying investment for every person, but each application needs its own eligibility review and budget. Check the position of a child approaching an age limit before selecting an investment.

Easier planning for short visits within Schengen

A valid Portuguese residence permit can support short visits to other Schengen countries, generally for up to 90 days in any 180-day period, subject to entry conditions. The European Commission’s guidance for residents moving between countries explains the distinction between short visits and longer stays.

A Portuguese residence permit does not automatically authorize you to settle or work in another EU country. Assess travel convenience against the destinations and activities you actually need.

A possible future base for everyday life

Portugal may suit families who want to explore a European base gradually. The useful questions are personal: which school fits your children, how will you manage healthcare, and what would housing and daily travel cost in your chosen area?

Compare neighbourhoods and practical arrangements before choosing between a city, smaller town or coastal location. A setting that works for a holiday may need a different budget and routine when it becomes home.

Longer-term options to assess separately

Permanent residence and citizenship have different eligibility tests. Under Article 80 of Portugal’s immigration law, permanent residence can be available after at least five years holding temporary residence, subject to conditions including subsistence, accommodation, basic Portuguese and the applicable criminal-record requirements.

If you later become Portuguese, EU citizenship brings broader rights. The EU’s guidance on residence rights explains the ability to live, work or study in another member state, with the relevant conditions and administrative formalities.

Keep these outcomes separate in your plan. A residence permit, permanent residence and citizenship are three different legal positions.

Which investments currently qualify for the Golden Visa

AIMA’s current ARI investment framework lists the following principal options. These are qualifying requirements rather than complete application prices.

Route Published qualifying requirement
Eligible Portuguese non-real-estate collective investment vehicles At least €500,000; minimum five-year maturity at investment and at least 60% invested in companies headquartered in Portugal
Scientific research At least €500,000 through qualifying institutions
Artistic production or national cultural heritage At least €250,000 through qualifying entities
Job creation At least 10 jobs
Company formation or capital increase At least €500,000 plus the specified job creation or maintenance conditions

Certain qualifying low-density activities can have reduced thresholds; confirm eligibility before budgeting. Buying a home is no longer a qualifying route for a new Golden Visa application, and the qualifying investment cannot be directed into real estate, directly or indirectly.

How to assess the investment and full cost

For a fund, examine its strategy, fees, governance, concentration, liquidity and exit arrangements. Ask how it satisfies the immigration requirements and what happens if your application is delayed. Immigration suitability and investment quality both need assessment.

For cultural or research support, establish the legal structure, approved recipient, required evidence and whether the money is recoverable. For a company route, understand the operational commitment and employment obligations.

Then request a quotation that separates the qualifying investment from government fees, legal services, family applications, renewals, certification, translations, insurance, travel and investment-management charges. A minimum investment figure should never be presented as an all-inclusive family price.

Residency and tax residency are different decisions

A Golden Visa should not be treated as a tax exemption. Portugal’s Tax and Customs Authority explains that tax residence can arise through more than 183 days of presence in the relevant twelve-month period, or through a home indicating an intention to maintain and occupy it as a habitual residence, even with a shorter stay.

Review your Portuguese and overseas tax position before changing where you live or hold investments. The immigration stay requirement and the tax residence tests answer different questions.

How to approach the application

1 Define your objective

Decide whether you want a residence option, relocation or a longer-term nationality plan. Set a realistic family budget.

2 Review family and legal eligibility

Check nationality, immigration history, dependency and the applicable documentation with your advisers.

3 Assess the qualifying investment

Obtain legal and financial advice before committing money. Confirm eligibility, commercial terms and the evidence required.

4 Prepare and submit the application

Coordinate financial records, identity documents, family evidence and required translations through the applicable ARI procedure.

5 Plan for appointments and ongoing compliance

Track official requests, physical presence and renewals. Ask when to review eligibility for a different residence status.

Request a current, case-specific schedule covering document preparation, official appointments, the decision and card issuance. Allow for uncertainty before making school, housing or relocation commitments.

Is Portugal the right choice for your family

Portugal deserves consideration if you value a Portuguese residence option and can support the investment and ongoing compliance. It needs a closer comparison if your overriding priority is a passport within a short, fixed period.

Begin with your intended outcome, then test the route against your family’s ages, finances and willingness to meet future language and integration requirements. A clear plan is more useful than choosing a program because it is described as popular.

Frequently asked questions

Does Portugal still have a Golden Visa?

Yes. The ARI residence-by-investment route remains available through qualifying investments. Property purchase is not a route for new applications.

Can I buy Portuguese citizenship through investment?

No. The Golden Visa grants residence. Citizenship requires a separate application under nationality law.

Can a new applicant get citizenship after five years?

The ordinary naturalization rules changed in May 2026. The minimum is now generally seven years for nationals of Portuguese-speaking countries or EU states, and ten for others. Older pending nationality cases require separate assessment.

How many days must I spend in Portugal?

AIMA specifies seven days in the first year and fourteen days in subsequent two-year periods, subject to the applicable rules for your permit.

Can I include my family?

Eligible relatives may apply through family reunification. Check each person’s relationship, age and dependency requirements.

Is permanent residence the same as citizenship?

No. Permanent residence can be available after at least five years holding temporary residence, subject to its own conditions. It does not make you Portuguese.

Can I work anywhere in Europe with a Golden Visa?

A Portuguese residence permit does not automatically grant work rights across Europe. Rules for another country must be assessed separately.

Is the investment amount the full application cost?

No. Budget separately for government charges, advisers, family applications, renewals and other applicable costs.
