The Portugal Golden Visa offers eligible investors a route to Portuguese residence through qualifying investment activity. It can support plans to live and work in Portugal, include qualifying family members and make short visits within the Schengen Area. It does not immediately provide permanent residence, European citizenship or unrestricted employment rights across Europe.
Explore AAA’s Portugal Golden Visa programme to understand the available pathways, then request an residency assessment based on your nationality, family and investment plans. Before applying, check the investment routes, residence obligations and citizenship rules. This guide explains the distinctions that matter when considering Portuguese investment residence.
The Portugal Golden Visa is commonly used to describe the Residence Permit for Investment Activity, known as ARI. Introduced in 2012, it enables eligible third-country nationals to obtain temporary residence through qualifying investment activity. AIMA, Portugal’s migration authority, administers the route.
It is a residence programme rather than citizenship by investment. Permanent residence and Portuguese nationality involve separate applications and legal conditions. The official AIMA ARI overview explains the programme’s purpose and available routes.
New applicants must select a currently qualifying route. Buying a home or other property is no longer a qualifying route for new ARI applications. The relevant investment activity must not directly or indirectly target real estate.
| Route | Standard qualifying requirement |
| Job creation | Create at least 10 jobs. |
| Scientific research | Transfer at least EUR 500,000 to qualifying research activity. |
| Arts or cultural heritage | Transfer at least EUR 250,000 to eligible artistic production or national cultural heritage support. |
| Qualifying non-real-estate funds | Invest at least EUR 500,000 in eligible Portuguese collective investment undertakings. |
| Portuguese company investment | Invest at least EUR 500,000 in company formation or capital reinforcement, combined with the applicable job requirements. |
These are standard thresholds, not total application costs. Some activities may qualify for statutory low-density reductions. The particular activity and location must be checked before quoting a reduced amount. Source: AIMA’s investment routes.
A qualifying fund must satisfy the legal criteria, including a maturity of at least five years at investment and at least 60% of investment value in companies headquartered in Portugal. AIMA publishes a fund-route requirements checklist. Not every Portuguese investment fund qualifies.
The company route has additional job creation or maintenance conditions. Obtain written confirmation of the applicable structure, evidence and continuing obligations before transferring capital. Immigration eligibility does not guarantee investment performance, distributions or a successful exit.
The route is intended for qualifying third-country nationals. AIMA identifies exclusions including Portuguese, EU and EEA nationals and nationals of Switzerland and Andorra. Eligibility must be checked against the applicant’s circumstances and the current legal requirements.
Typical requirements include a valid passport, evidence of lawful entry or stay, criminal record documentation, recognised health coverage and evidence that the qualifying investment has been made. Translation, certification and other supporting records may be needed. Use AIMA’s ARI documentation guidance for the current process.
An adviser should assess the documentary requirements, lawful source of funds and investment suitability before submission. Meeting a funding threshold alone does not guarantee approval.
ARI provides a route to family reunification, subject to the applicable conditions. Do not assume every relative qualifies automatically. Ask for a written assessment of your spouse or partner, children and any dependent parents you wish to include.
Confirm the evidence required for dependency and family relationships, separate fees, appointment requirements and renewal obligations. AIMA’s ARI FAQs address family-related procedures and documentation.
The permit supports residence and work in Portugal, subject to the applicable rules. For families considering relocation, assess the actual city, housing market, schooling options and health coverage that fit your needs. Professional licensing and educational admission can involve separate requirements.
A valid Portuguese residence permit can facilitate visits to other Schengen countries, generally for up to 90 days in any 180-day period, subject to entry conditions. It does not provide unrestricted residence or employment rights throughout Europe.
The European Commission’s guidance on moving between EU countries distinguishes short visits from moving to another country. A longer stay or employment elsewhere may require a separate permission. The EU and Schengen Area are different groupings; avoid describing the permit as access to all EU countries without conditions.
AIMA’s ARI FAQs state a minimum presence of seven days in the first year and fourteen days in subsequent two-year periods, under the applicable legal rules. Check how these requirements apply to the dates on your permit and renewals, including family members’ titles. Keep evidence of visits. Source: AIMA’s minimum-stay FAQs.
Budget for more than the qualifying investment. Request an itemised estimate covering government fees, professional support, document preparation, translations, certification, insurance, travel and any fund or company expenses. Ask which costs are recurring and which payments are refundable.
The applicable investment maintenance period and renewal conditions must also be respected. Portuguese regulations provide a minimum five-year investment maintenance period counted from the grant of the residence authorisation. Tax residence is a separate question from ARI eligibility. Obtain tax advice before relocating or relying on a particular tax treatment. A residence permit should not be marketed as an automatic tax exemption.
Portuguese residence may support a later nationality application, but citizenship is not automatic. The original article’s blanket five-year claim should not be used for new applications without reviewing the current law and any transitional protection.
The Ministry of Justice states that nationality changes entered into force on 19 May 2026. Its specific update sets residence periods of seven years for nationals of Portuguese-speaking countries or EU Member States and ten years for nationals of other states. It also explains that pending nationality proceedings remain subject to the previous law. Source: Ministry of Justice nationality reform notice.
The amended law includes additional requirements, including language and civic knowledge conditions and other eligibility tests. Review the current Nationality Law amendment with a Portuguese lawyer to establish the applicable rules and how your lawful residence period is counted. Do not assume an ARI application alone guarantees protection under earlier nationality rules.
How to prepare your Portugal Golden Visa application
Processing depends on AIMA procedures, appointments, document completeness and individual circumstances. Request a current estimate rather than relying on a fixed approval promise.
Property purchases are not a qualifying route for new Golden Visa applications. Existing cases may involve transitional rules and require individual review.
No. ARI is a temporary investment residence route. Permanent residence requires a separate assessment and application under the applicable law.
Standard routes include eligible arts or cultural support from EUR 250,000 and specified research, fund or company routes from EUR 500,000, with separate route conditions. Certain reductions may apply; fees are additional.
The permit does not create unrestricted employment rights in other countries. Check the destination’s work and residence requirements before accepting employment or relocating.
Short visits are generally limited to 90 days in any 180-day period and remain subject to entry conditions. This is different from residence in Portugal.
Do not rely on a universal five-year rule. The 2026 reform changed residence periods for new nationality applications, while transitional protection applies to pending proceedings. Obtain advice on your specific position.
Do not assume universal free healthcare. Confirm health coverage, registration and any fees or insurance obligations that apply to your residence and circumstances.
