St Lucia citizenship by investment offers eligible applicants and their families a route to citizenship through a qualifying investment. The National Economic Fund contribution starts at US$240,000 for a main applicant and up to three qualifying dependants, before additional fees. If you are comparing routes, AAA Associates’ Saint Lucia citizenship service can help you start with your family’s eligibility and budget. This guide explains the costs, documents and application stages, including recent rule changes. You can also complete AAA’s citizenship assessment form to discuss your circumstances.
Saint Lucia’s Citizenship by Investment Program allows eligible investors to apply for citizenship under a statutory framework. Approval depends on meeting the program’s requirements, completing due diligence and making the applicable investment. A payment or property purchase alone does not secure citizenship.
For most families, the useful starting point is a full cost comparison. Consider how much you will spend permanently, how much capital you can commit and which family members qualify.
Apart from the natural beauty, St Lucia has to offer, there are various other reasons that a St Lucia passport proves beneficial for you. St Lucia citizenship by investment program is:
The minimum investment is different from the complete application cost. Your route, family composition and supporting documents determine the final budget.
| Investment route | Qualifying amount | Main condition |
| National Economic Fund | US$240,000 | Applicant and up to three qualifying dependants; non-refundable contribution |
| National Action Government Bonds | US$300,000 | Five-year holding period; no interest; US$50,000 administration fee |
| Existing approved real estate framework | US$300,000 | Verify the specific project and applicable approval framework |
| Approved built real estate | US$500,000 | Separate category introduced by the 2026 regulations |
| Approved enterprise Option 3 | US$250,000 | Qualifying approved project; additional charges apply |
The program website lists the fund, bond and existing property amounts. The 2026 regulations establish the separate built-property category. All figures are in US dollars and exclude additional charges unless stated.
For an NEF application, published processing fees are US$2,000 for the main applicant and US$1,000 per dependent. Due diligence costs US$8,000 for the main applicant, with US$5,000 charged for dependents in the applicable age category. The principal applicant’s interview and identity verification are also payable.
Ask for an itemized quotation covering passport issuance, professional services, medical documents, certification, translations and other applicable charges. Confirm how the current due diligence rules apply if a dependent is exactly 16, because the program’s public wording is inconsistent at that age boundary.
| Listed cost | Single applicant | Family of four |
| NEF contribution | US$240,000 | US$240,000 |
| Processing | US$2,000 | US$5,000 |
| Due diligence | US$8,000 | US$13,000 |
| Subtotal of these items | US$250,000 | US$258,000 |
The family example assumes a main applicant, spouse and two children under 12, all eligible. These are calculations from the published schedule, not complete quotations. Interview, passport, document and professional costs are excluded.
The NEF may appeal if you prefer a contribution without a property to manage or a bond to hold. Its contribution is non-refundable. Compare the permanent cost for your whole family before deciding.
The bond route commits US$300,000 for five years and pays no interest. The US$50,000 administration fee is non-refundable, and other charges apply.
Look beyond the investment amount: consider whether you need access to that capital, what you could earn elsewhere and the bond’s redemption terms. Request the official documentation before transferring funds.
A property must qualify under the relevant programme framework. Ordinary ownership in Saint Lucia does not automatically make a purchase eligible for citizenship.
The 2026 regulations distinguish existing approved real estate projects from approved built property. They bar new project-approval applications under the earlier framework after 1 December 2025; this is not a blanket statement that every previously approved project has closed.
The built-property category covers approved apartments and villas, with restrictions on sale or transfer for at least five years after citizenship is granted. Verify the project’s approval, title, payment sequence and exit terms.
Enterprise investment must follow the approved project framework. Request the relevant government approval, agreement and explanation of your financial rights. Do not assume a privately marketed business opportunity qualifies.
The principal applicant must be at least 18 and satisfy the investment, disclosure and due diligence requirements.
| Family member | Main eligibility condition |
| Spouse | Qualifying spousal relationship |
| Children aged 21 or below | Children of the applicant or spouse |
| Children up to age 30 | Fully supported by the applicant |
| Parents above age 55 | Applicant’s or spouse’s parents, fully supported |
| Unmarried siblings below 18 | Parental or guardian consent required |
| Individuals with qualifying disabilities | Full support and the required supporting evidence |
These categories reflect the amended Act. Each person must meet the applicable conditions; family inclusion is not automatic.
The 2026 regulations require a sworn declaration of financial resources of at least US$350,000. This is a separate eligibility requirement, not an extra US$350,000 contribution. Successful applicants must also provide biometric data.
The amended Act introduces compliance with prescribed residency and genuine-link requirements from 1 January 2026. The instruments reviewed do not specify a universal residence-day count. Ask the submitting authorized agent for current implementation guidance before relying on a claim that no visit or residency is required.
The amended Act addresses health certificates, a police certificate from the applicant’s country of residence, a banker’s reference and evidence of the proposed investment. Additional evidence applies to certain dependants.
Request a personalised checklist for identity and civil-status records, family relationships, financial support, business or employment records and source of funds. Check document validity and certification requirements before ordering replacements.
Documents that are not in English must follow the programme’s translation requirements. Preparing a consistent file early can reduce avoidable requests for clarification.
Discuss your family composition, financial background and immigration history before committing to an investment.
Request a quotation showing the qualifying investment, government charges, professional fees and payment stages.
Resolve inconsistencies in names, dates, family records and financial evidence before submission.
Confirm the licensed entity responsible for submitting and managing the application. The programme’s process uses authorised-agent submission.
Provide full information and respond promptly to requests. Due diligence and interview or identity-verification procedures are part of the process.
Follow the payment sequence for your selected route. Once requirements are satisfied, the process includes the prescribed oath or affirmation and citizenship registration. Passport issuance is a separate administrative step.
The programme FAQ describes approximately 90 days from acceptance for processing to the grant of citizenship, while allowing for delays. Treat this as published guidance, not a guaranteed deadline for receiving a passport.
Your end-to-end schedule also includes preparing documents, responding to checks, completing investment requirements and arranging passport issuance. Ask for a current estimate for your case.
The programme offers a citizenship route with several investment structures and provision for qualifying family members. Its value depends on how those options fit your family plans, finances and travel needs.
UK visitors now need a visa. The UK introduced a visa requirement for Saint Lucian nationals on 5 March 2026, and current UK guidance lists Saint Lucia as visa-required. Check the applicable visitor and transit requirements before booking.
Check the entry rules for the destinations you actually use rather than relying on a passport destination count. Also review how an additional nationality interacts with your existing citizenship and obtain personal tax advice before relying on advertised tax benefits.
Start with three questions: who will apply, what is your complete budget and which investment structure suits you?
